Unlike the Consul, the military general is chosen in an election with candidates chosen from several walks of Mandalan society, allowing Mandalans within the city walls and outside it, to vote. The general is considered to be the head of the country's military garrison force and though many are able to enter candidacy, elected candidates seem to always be chosen from the top representatives of the five families. The main reasoning may be that even with open submission, lower class citizens must prove their worth by winning their place in election through trial by combat against the favored candidates of the ruling houses. This is their way of proving that an untrained non-house candidate is worthy of the position in the military.
Beyond their main militaristic forces, Mandalans also have a network of protection that is far-reaching and designed to act as a communication network for the main city when intruders approach their borders. They have an exceptional number of small well-garrisoned outposts hidden throughout the mountain ranges surrounding Mandala, ready to hail down arrow and boulders on uninvited intruders. These outposts additionally look over the small merchant, fishing, and rice villages that scatter the ranges. The outposts vigilantly watch over those who are responsible for supplying Mandala with a constant surplus of food and materials. Though the lower class is deemed unworthy in some respects, Mandalan leaders are well aware that the goods they provide are a necessity to the survival of many.
